Maybe but she most likely killed Chisato cause Krait said she chops them first and it wouldn't make sence if she left the room with the body in one piece and Sekigawa likes to sit in his throne too much to leave her to enjoy her meal.
I don't know much about heat-vision but as most snakes have it so must the idenshigatas It'd most likely be easy to sence the missing unless they're pretty well hidden on that regard and nicely fed.
She's most likely guilty as fuck and has only been living so that Sekigawa would die.

My theory is, since we're only going off of her hearsay, when she "takes the bodies to be chopped up", she hides the would be victims in a safe place. I mean, she doesn't eat them raw, so if she wanted to eat, she'd have to prepare and cook them somewhere. I don't think throne rooms are where the meals are cooked. I believe Nagisa uses it as an excuse to take the victims elsewhere to safety. It's a believable alibi that grants her plausible deniability if someone were to accuse her of the truth.
